Japan doesn't change their clocks. The reset is at 7 AM Pacific for now. It will be 8 AM in the spring if you live somewhere that uses DST. There's at least one in-game active help window that gets it wrong (doesn't adjust for DST/non-DST), and probably several websites/forum posts/whatever that were written during DST that say the resets happen at 8/11 Pacific/Eastern.
